Minor Capital Matching

Overview

  • In January 2020, Washington State University Information Technology Services (ITS) established an Information Technology Services Advisory Council (ITSAC) subcommittee to develop and administer a $100,000 allocation of ITS’ minor capital program budget to support technology projects system wide with the goal of extending and improving WSU’s technology infrastructure via financial support of grassroots initiatives. The program will offer matching funds to applicants whose proposals are determined to be technology projects designed to improve the overall WSU mission and Drive to 25.
  • During each biennial or two year allocation period, WSU ITS will select a different technology area for proposals. For this inaugural biennial period (2019-2021), departments can submit proposals targeting enhancements to WSU Wireless technologies and associated infrastructure.
  • All interested departments are encouraged to carefully read the program parameters prior to submitting their application.

Eligibility and Funding Requirements

  • All WSU departments, colleges, and areas at any location are eligible to submit an application for consideration. A department head, chair, etc., must support the project for it to be considered.
  • Since this is a matching program, departments need to identify the funding source for their portion.  While priority will be given to departments who plan to use departmental funding, student technology fees and other sources of monies will also be considered.
    • IMPORTANT: Minor capital money that has been given to a department, college or area cannot be included in an application for any portion of the project proposal.  All funds listed in the applications are to originate from the department’s existing resources.
  • There are no limits on how much money a proposal can request. However, ITS capital funding for this process is pre-determined for each biennium period. For this 2019-2021 period, ITS is offering up to $100,000 in matching project funds, which may be split across multiple requests.
  • While any network cabling, switches, access points, and other related network infrastructure funded as part of a project approved by this program will fall under the general maintenance responsibilities of ITS, any longterm, ongoing costs associated with the outcome of the proposed projectl are the responsibility of the requesting department.

Submitting a Proposal

  • Departments can submit their project proposals by completing the form below and clicking the “Submit Proposal” button when complete. Proposals must be submitted no later than 11:59pm, March 20, 2020, to be considered for the current biennial allocation period.
  • Each project submitted will provide a detailed project plan with scope, schedule and costs, identifying the specific source(s) of funding and associated signature authorities.

Evaluation Criteria

  • The committee’s goal is to select projects that enhance the targeted technology chosen for the current allocation period. Therefore, projects that focus on other technologies not directly involved in wireless technologies and associated infrastructure will not be considered during this allocation period.
  • All project proposals will be assessed using the following relative criteria listed in priority order:
  • How well the project addresses the university’s core strategic plan and missives
  • Documented stakeholder support
  • Clearly defined project outcomes
  • Clearly defined project plan with roles, responsibilities and risks identified
  • Realistic timeframe, budget and scope
  • Departmentally funded initiative
  • Additional resources needed for the project
  • Overall viability of the project

Award Process

  • All proposals will be reviewed once the submission period ends on March 20, 2020. The review committee will meet to evaluate and score each proposal based on the relative priorities listed. The primary project contact may be contacted for additional information to clarify any questions the committee might have prior to awarding.
  • The number of projects selected for award will depend on the number of projects submitted and their associated amounts.
  • The selected project’s contact will be invited to a project kick off meeting and will be expected to report on the project’s progress to the review committee. Details on how to review payment and track the overall project’s success will be discussed during that time.

The deadline for this review period is: 11:59 pm, March 20, 2020.

Awarding notification will take place upon final approval of the awarding committee’s selections by the Information Technology Services Advisory Council.
